When the municipality of Bellflower California wanted to sell its water company to California American Water, Putnam Partners was hired to help pass the required referendum (Measure W). To meet this challenge, we came up with a simple and eye-catching concept: explainer videos that illustrated the arguments for Measure W with memorable graphics. Using strategically placed digital and cable buys, we targeted the demographic we needed — voters age 55 and under — and we helped the campaign win a 53.93% victory.
